representing District 29 since January 2003. He has been the Rhode Island Senate Majority Leader since March 23, 2017. McCaffrey served consecutively from January 1995 until January 2003 in the District 16 seat.

McCaffrey was unopposed for the September 10, 1996 Democratic Primary, winning with 1,564 votes, and won the November 5, 1996 General election with 6,411 votes (78.8%) against Republican nominee Ernest Young. McCaffrey was unopposed for both the September 15, 1998 Democratic Primary, winning with 1,087 votes, and the November 3, 1998 General election, winning with 5,711 votes. Two years later, McCaffrey was unopposed for the September 12, 2000 Democratic Primary, winning with 1,786 votes, and won the November 7, 2000 General election with 6,476 votes (76.5%) against Republican nominee Saleh Shahid.
